Start by following people who have similar interests and many times they in tern will follow you.

Get ur name out there, make ur twitter intresting. Draw ppl in...have good, inteliigent things to say...
EDIT: Also have something ppl would want to c or watch or something...or else they wont pay attention.

to sum it up.. whore your name out to everyone you can find.. but you have to have something ppl want.. or they wont really care.
