if i have installed apache,mysql and php in my pc, can i work with them ( can i execute my php script ) without internet an connection?

AS Soon as your Script does not references any External resources on the internet, Sure you can!

Yes, you can. The internet connection would only be needed to reference external resources, or if you wanted someone remote to you to access your site.
You can achieve the same testing effects as a real Internet connection would give you with a local area network, however.
