Sometimes, yes. Some websites are configured for mobile viewing that are best optimized for smaller screens. These include devices such as cell phones and tablets. These sites sometimes replace the "www" with "m" before the website URL. Not all websites use them, and not all website builders make it easy for you to configure them. Some devices even have preferences to allow you to enable/disable mobile websites when you view them.

Making websites exclusively for mobile devices can be easier, as they do not need as many pictures. You may have to use trial-and-error to get it to configure right, as different devices and browsers may view your website differently for each person.
