Iphone4 has 8gb of data nd iPhone 4s has 16 gb. I use a lot of internet everyday BC I get very bored so I watch vine videos nd get on youtube nd pinterest nd instagram nd Facebook nd I send a bunch of pics. Would I be okay getting the iPhone 4 or do I need to pay the extra money for the iphone4s

You can use as much internet as you pay for, and video uses a lot. Your chosen phone plan has the number of gB per month that you get. 4 and 4s are both the older 3g network speed. which is enough for facebook and pictures but may pause video.

I think you are mistaking the storage capacities for data allowances. The 8 & 16GB is how much storage those iPhones have, not their data. You get that from the carrier you are with. Of course either phone would use the same amount of data if used the same way.
