i subscribe with 2 megabits internet and speedtest says I have 2 mbps. but every time I download to any site and any torrents, I am only receiving in a peak of 156kbps. Me and my neighbor have the same isp and plan yet he can download 256kb. What can be the problem?

It means you have a poor connection to those sites. Lots of internet traffic between those points perhaps.

As for torrents, you only get (download) as fast as what the seeders can upload. Uploading is always faster than downloading. I other words, no matter how fast your download speed may be, you are still dependent on how fast the seeders upload to you.

Megabits and Megabytes are not one in the same.
For reference, 1 bit is 8 bytes.

its because the download speed is based on seeders.. which is basically the people sharing the download.. If you have a service like cloudload.com, even if you have a slow connection, your downloads will always be fast. like 10MB/s fast

One: You have a poor bandwidth
Two: Your ISPs can throttle your torrent traffic
Three: Use TCP eye to check if any background updates are sucking all your internet

That is probably because you are using torrents with few seeds from a public tracker.
