A few weeks ago I didn't have this problem. I can download documents fine, but when I download files as small as 3mb, it gets stuck at 0.1 then it cancels. I tried using a download accelerator and it cancels in the middle of downloading as well. I checked speedtest,net and my download speed is 1mbps, which is pretty okay when I searched if it was good enough or not.
Downloading games in steam has no problems though.

These are just some of many possibilities. If you think that your internet connection is slow, we recommend you do two things:
Do a speed test on your computer: DSLreports.com speed testing or Speedtest.net
Perform a troubleshoot on your computer: Troubleshooting list for your internet connection.

Hope this helps:
First try a Ethernet cable instead of wireless.
Make sure your not downloading in the background that can slow down your connection speed like torrent.
Clean up your history.
Go on Speedtest.net to see how fast your broadband connection speed is.
Reset your Router/Modem
Turn off your Router for 30 seconds
Make sure you have enough RAM and high processor.
If that don't work call your Internet Service Provider for further help.
