Yes, of course SEO is still working efficiently. Give focus towards quality content for your website. If you are doing link building via directory, bookmarking etc then take high PR sites for quality backlinks. Find quality sites and submit your website their.
Give main focus to promote your brand name because after Google's all updates it prefer brand name and give you ranking of your website earlier.

I would go to http://ownyourlocalmarket.com. They are not the typical SEO company. SEO will get you ranked for a couple keywords eventually. They can get you ranked for hundreds very quickly. Cheaply too. Nothing close to what SEO people charge.
