I was wondering if Bandiwth was internet speed such as 18mbps or how much internet you use like 250gb or does it mean both but separated in 2 different categories

Bandwidth is how much 'internet' you are allocated to use at any given time. If your bandwidth is rated at a top speed of 15mbps, then that is your maximum speed limit. You will ONLY be allowed to use 15mbps maximum if you are downloading something. Of course, you won't get this speed as most service providers throttle the connection and only advertise those speeds for gaining customers. Either that, or the sites/services that use the internet are limited themselves. For instance, if you are updating a game, you may only get 1mbps download speed as their update servers are busy with other requests.
