I have had the same problem, it took Bullguard technicians to get the problem sorted, I now have an Android tablet which I have had to format and reinstall the OS on but won't connect back to Google to get the account installed for Play store etc.

I removed Chrome from my laptop and am now running Firefox which keeps pointing out that there is a problem with the security certificate for Google.com.

I have been trying to find out if there is a problem at Google's end but can't reach the Google Help centre.

I am hoping someone can help me.

Had been having the same problem, almost drove me nuts.

Seems that this was due to a global attack on wireless routers, the problem is not on your computer as even though you do a clean install of your OS you will still have the same problem, the solution is well written here:

you just need to reset your router and clear your cache, that will solve it.

Hope this helps,
