For example: if a web site would provide links to public facebook profiles or pictures would it be legal:
1. From facebook content rights point of view
2. From a privacy point of view

Let's ponder the word public for a moment, shall we? Especially number 3:

adjective
1.
of, pertaining to, or affecting a population or a community as a whole: public funds; a public nuisance.
2.
done, made, acting, etc., for the community as a whole: public prosecution.
3.
open to all persons: a public meeting.
4.
of, pertaining to, or being in the service of a community or nation, especially as a government officer: a public official.
5.
maintained at the public expense and under public control: a public library; a public road.

I'm not sure about Facebooks TOS (I don't recall seeing anything, but I also wasn't looking for anything like this when I read it many years ago). But as for any "privacy" concerns, what privacy issues are there when you post it on a public site on the Internet? It's mote public than if someone posted it on a billboard along a busy highway.
