Example, lets say can i buy the domain bestbuy.com,i know it's not available but. Is it legal to buy a domain fof a company that exist?

In the early days of the internet domain name speculators and regular people like cab drivers were buying up corporate names before most businesses embraced the internet.

Since those days Cyber-Squatting laws were implemented forbidding such actions.

No, you can't. If the domain is purchased already you can't use it. They will give you options to use like bestbuy.org or bestbuy.net. You can purchase it if the domain has expired.
