I dont think its called SEO, but what do we call those people that help me advertise my business and make it on top of google locally. Like, the people that help me setup adwords and stuff.

Right - this is called SEM "Search Engine Marketing" and also PPC "Pay Per Click" specialist

those are the SEM and PPC expert who can bring you on the top at Google locally
