wordpess.com is primarily a blogging site,but can be used to host websites.
When it comes to hosting ,wordpress.com offers free hosting under domain such as yourblog.wordpress.com.You can host with x10hosting.
Wordpress is preferred by most because its easy to set up and good support is available online through user communities.

Google's Blogger is a proprietary design that is not used on any other host, the hosting there is good in there are few editorial restrictions and no paid upgrades, they do allow custom domain names (you would obtain elsewhere)
It's a bit more difficult to relocate the site along with the domain name to another host since you have to recreate it in another format. (There may be a Blogger import plugin available for wordpress)

WordPress is open source blogging tool and CMS which is based on MySQL and PHP. And in the term of which blogging platform is best then I would like to say that if you ask bloggers to choose between wordpress in blogger then 100 out of 90 will say wordpress because of these reasons:-
Blogger is powered by Google and it supports 50 language and wordpress supports more than 120 languages.When you upload image in blogger then it store inn picasa and in blogger image storage space is 1 GB whereas wordpress has 3 GB storage.Wordpress has lots of wordpress theme.

WordPress is better to host as compared to Blogspot. Blogspot is little difficult when compared with word press.

It's a blogging platform, but not a blog, it a websites. You can host anything with wordpress. Its a content management system.

Wordpress.com is a blog site but we can also use this as a website, if we want website then we easily create our blog like a website by wordpress.com.
