All ISP's limit your upload and download speeds. Uncapping modifies your dsl/cable modem to allow faster speeds.
If you uncap your modem, your ISP will know about it in just a few hours and many will kill your service.
In most cases they won't bother to call the cops (but have on a few occasions http://www.dslreports.com/shownews/23727) but they will probably cancel your account and leave you without an internet connection.
