Those signed up with ad networks can be targeted in some cases, like the Google ad network where you can select the publisher sites or individual pages you want your ad to appear on.

There are popup CPV ad window services a subset of internet users sign up to access games or a browser toolbar. You can pay to have your ad window shown to perhaps 40 million subscribers when they access any site or page on the internet you choose. These CP ads typically cost 2-3 cents per window impression, more expensive than placing banner ads on ad networks, but you can target better converting pages.

There are direct ad but brokers like buyads.com, buytsellads.com or blogads.com large ad buyers negotiate direct ad space buys with sites.

Some forums do allow signature link ads on poss after you ave proven yourself a good citizen.

By using Google AdSense you can place your ads on other people's websites. But, it is not free we should pay for this.

with the help of google adsensse we can place ads on other people's websites. but that feature is paid one.
