I have a program that I wrote on C++. It is a .exe file.
How can I post this to Facebook? The developers app on facebook says I need to provide a link to the game, but I don't have it on the internet. If I have to post it to a website first, how do I do that?

You could upload it to a public DropBox folder for them.
It's free, and fairly easy to set up.

you cant post an exe file onto facebook
the closest thing to that would be to put a link to the exe that is hosted somewhere else
but exe links can be dangerous
