Are you sure there is one? I don't think there is, whether you have "WINDOWS XP" or not.

Just go to the device manager and disable your NIC.

Why do you want to disable it, though? Just unplug the cable.

I couldn't imagine why you would want to disable it though.

That's like saying you want to "disable your monitor" or something.

You didn't specify what type of internet connection you are using- Dial up or Broadband.
Therefore I assume that you are using broadband as dial-up is so outdated.
All the thing that you have to do is to disable your LAN (Local Area Network). That's how you connect to high speed internet. To disable LAN:
Start->Control Panel->Network Connections->Local Area Connection.
Right-click on Local Area Connection and click "Disable".
Hope my explanation helped you...

Ok, don't take this as a smart*** answer BUT

(1) Disconnect the wire
(2) Disconnect/Disable the WI-FI transmitter

(3) Go to Network Connections and disable what you need to
(4) Go to start >command >ipconfig >help
and it will show the commands necessary/available

That is about all I can think of..any of these will work.

Good luck
