I recently just started following Miranda Cosgrove on Twitter. Is there anyway to send her a message because she does not follow me. She also posts Tweets about other users when they leave her comments. Can I leave her a comment so she can read it if she is not following me?
And how can I read @replies if people send me one?

You can send her an @ (including her username) which she may or may not read (her choice). You cannot send her a dm unless she's following you. Them's the rules.
