I would hate people doing that , i would be mad.
But you can mark it as unread and they wont see the "seen " mark under the message

No. Nobody cares if you don't respond. They really just wrote you to tell you their opinion, They don't care about yours.

Yes, it will make a very disappointed message.
If you don't want to reply then just freely says to him.
