I am about to pre-order Watch_Dogs on my PS3 but I have a slow ass internet connection. So will I be able to download the game before release and then the game is unlocks itself on the launch day like it was with GTA V before the hacking of the game's dialogue happened

No. I'm pretty sure there will be no more preloading because people hacked and released their games early

when you pre order on psn you get a file that lets you start the game download at midnight on the day the game releases
sony can not legally let anyone download a game early , they have to wait for the release date even if the game was ready before then
you'll get a tiny file that';s a few kb in size , when the game releases instead of waiting until the regular store update in tuesday afternoon you can start the download at 12:01 am so with slow internet you could have the game downloaded and installed the next morning before you go to school or work
