If I like a girl's pic (if it is of herself) on Facebook or Instagram...is that kinda the same as "wow she is attractive?"

Not at all, it just means you may like the nature of the picture, how she's having a good time out with her friends, how the trees in the background look nice, or it could also mean you find her attractive. But all in all there could be a number of reasons why one would like a picture not just finding one attractive. Now if you like all her pics then she might think you like her.
