for years people have been stealing my pics making fake profiles on facebook saying its me

Yes, totally illegal. Prison time and permanent criminal record illegal.

not really, the term is catfishing and unless they're doing some bad things with your photos and name, nothing can really be done legally. much like you can make an accout called bill gates and screw with people, but if you are trying to scam them for money like saying you will give them a million dollars for 10 and they do it then it's illegal. it's a muddy topic, and if you're really concerned, speak to your local police to see what they can do about it, good luck

It's called "Identity Theft" and the police authorities frown on doing this. You can be arrested and fined if the other person files charges.

Yes it's illegal. It's copyright infringement, invasion of privacy, identity theft, and if they have ever said anything untrue about you, then you can add libel and defamation charges
You start by filing an identity theft report with the police
