So I have a friend who blocked me and now, I want him to see my video. Im going to tag my other friends and I was wondering if he's going to see it too once I tag my other friends because their friends on Facebook.

No he is not because he blocked you on Facebook , both of you can't see each other posts nor inbox each other.. And you will not see his name when you search for it

Sorry dear,
if he is blocked you then no any single notification they will get it from you.
It is just a hope that anyone can promote your video or share, so that he will see it, otherwise not.
