Well my ipad and my smart phone is working and can be connected to the web.

What page are you loading? Try to right click IE on your home screen (metro one with tiles and news and stuff) and hit 'Pin to taskbar'. Then click the dashboard tile and open internet explorer from there. It opens a different version. Try loading it now.
Next try refreshing your whole connection. Hit your windows key then type:'cmd' this will open your command prompt. Then type 'ipconfig /release' hit enter. Wait 15 seconds. Then type 'ipconfig /renew' hit enter. Wait 15 seconds.
Try loading it now.
