I want to set up a offshore development center for a SEO and social media company that's located in UK or US. I'm from India. How should I proceed? How to get information about those companies and how to approach them?

You can set up such company from any side of the world. You can hire freelancer from mini freelancing site or from online marketplace site. You can get workers or service there for cheap price. Thus you can run your SEO company. I think you can get your goal this way.
