There is a $299 annual site review fee that does not guarantee inclusion, before the existence of the many social sites it was a powerful search rank driver, not so much any more.

Business.com which may or may not provide dofollow links, but does get you into some business search engines. $299.00 per year, they sell ads as well.
It's best to get into a category page that is search indexed, with not too many other listings.
