e.g. what languages/skills do the developers need to have?

please list them if you know? im talking front end and back end.

e.g. c++, java, .net, joomla etc etc

The developers would need to be "Web Developers". The technology (languages) will pretty much depend on the scope of the project. Are you trying to build a solution from scratch that would handle millions of profiles and run on multiple data centers, scalable, etc? - in this case look for high level professionals that would recommend technology to be used with full benefits analysis. Or are you just building a Web portal with some social features for a few hundred people to exchange messages, etc? - in this case you don't necessarily need to hire developers - there are some ready to use white label social network systems. Some are SaaS (Software as a service), where you pay a monthly fee (or even free in some cases). Some are open source where you get it for free and then host it elsewhere. Some are commercial.
In my opinion - there are so many solutions out there today that unless you are designing a new Facebook you don't need to develop it yourself.
