Outlook like on the web site that it is now? Not that I know. I guess you could forward the email from Gmail to your Outlook account, but when you respond it would not come from the Gmail account. 2. If you use a third party software on your machine (I use Thunderbird, same makers of Firefox) I get my outlook, gmail and 3 others all on the same inbox. :-) And you can answer out from any of them. Hope that helps. Note with the link on answer #1, that refers to Outlook the software and/or Outlook Express, which is been discontinued. You need to identify what you refer to as "Outlook".
