I mean if i download something from the store then I go to install it from the XMB, will I still be able to do it without any internet connection at the time I'm installing it?

you cannot download, but u can install items with no internet connection.

as long as the installers dont need to download files (msn and skype do)

you should be able to install it normally since it is downloaded already . one example is that playstation lets you download it's update on the computer, you can then install the update by transferring the update file into the playstation 3 and install it without internet connection.
Installations do not require any internet connection only if downloading something is part of the installation
