If site is blocked it won't opened ,If site is blocked on specific country than you could do unblock the website.zacebook is best server site to unblock it .Or you can do by ultra surf and hot spot proxy.

To Open a blocked website there are different ways most of the people use proxies to access block website but its not reliable other Option is browser extension like Hola, Tor and Zenmate... Zenmate is Chrome extension and really great...
