use the Facebook's "people I may know"
to your right side there is a ton of filters you can use
but the con is, the person you are looking for must be on FB

There are many social networks including Linkedin that can be used for people search but a true people search site like http://www.searchbug.com which now offers fantastic people search capability with free published listings.
Searchbug offers various ways to search people by name (http://www.searchbug.com/peoplefinder/people-search-usa.aspx) by address, phone number, and by email.
