Ok so whenever I keep changing my username in twitter , a guy knows it's me and recognizes me. I deleted all my tweets fav and DM. I checked his profile and he didn't favorite anything from me, so whats the deal??? btw my usernames I changed I registered them in other accounts and my friends use them !! so how ??
Or is it because the dm is saved in the email, so whenever I change my username he could see it?
And I did block him !! and then he writes from his other account why did you block me?

The only thing I can think of is IP tracking, try making a new account on a friends computer.

From your question I can assume that you're just changing your twitter username. If that's the case, he's not even unfollowing you. Twitter tracks users and posts in the same way, with an alphanumeric string. Just changing your username isn't going to change that string, so in the end, he's still following you, and doesn't have to do anything. You need to block him from your account.
