is it like internet where you select a plan that works best for you, or is it something else?

NetGear is a company that builds network equipment. You use that to connect your computer to local or other wide area networks (like the internet). It is simply the hardware needed, they do not supply the actual connections. You use them along with your internet service provider to have internet connectivity. You can build an entire local network with multiple computers using the hardware as well.
There are several companies that build the needed hardware but do not supply the connection. Linksys, DLink, NetGear, TP Link, Motorola, RouterBoard, Cisco, etc. Are examples.
