Well, you can't just sit there and hope that people follow you. You have to advertise, spread the word. Let people know you have a twitter and tell them to follow you. Also, if you follow celebrities they sometimes follow back! (Lady Gaga is following me). If you have a facebook or something then you can say, hey guys follow my twitter or whatever and you'll get more followers that way! Also, tell other people to tweet about you. They could maybe say something like, hey everyone follow @blah blah blah.
