He might have you blocked for some reason.
If you are able to see their profile, you should be able to see their pictures.

are you friends with someone on their friends list? go over to that friends house while they are logged in. Then you can see the pictures through that friends account

This person has their photos set to private or for their friends to view only, so you would have to add them to see the pictures.
