A majority of my friends on facebook has joined groups which claim to have an app that allows you to see who viewed your page. Is there such an app?

No there are no apps that can let you see who's viewed your profile. The ones out there currently work based on friends' interaction with your profile, ie who comments and likes your activity most. Others are just random. Facebook protects people's privacy, it would never allow such an application.

Although there's no way to track someone without their consent, a person can add an application to accept being tracked. Facebook makes it technically impossible to track someone without his consent.
