Use the #like4like and #follow4follow. Search for these hashtags and follow some people who have this and you should get some pretty soon. Also, post pictures that relate to everyone, such as favorite celebrities (you'll get Instagram followers of fan accounts) and like quotes. People love that stuff.

put a lot of has tags on your pictures, such as #insta #instahub #follow #followforfollow #like ect.
