me and my friend had a poking war and hit the button 200 times or more then it stopped letting me poke anyone anymore it says u are unable to poke this person.

You are either blocked or you spammed the button too many times (Try again in a day or so)

You just answered your own questions. It's because you did that, that Facebook is restricting you from poking. Shouldn't last too long. Probably a day or so before you can again, if not less.

Yeah that's what happened, you have poked too often.
