If the site has no special technical requirements and you don't have coding experience, it may be best to use a blog platform. The old school ones I know include Google's Blogger.com, one of the rare ones with no paid upgrades that's fairly tolerant of editorial content, or Wordpress.com the slightly limited free hosted version of the industry standard Wordpress blog engine, which can make it easier to transfer your content and experience to a more professional paid host site later on. 17% of the top 1 Million sites are wordpress based.
