Mutual friends... On some friends mutuals it will say for example 'You have 25 mutual friends' but it will show 21 friends Why is this?

because some of the mutual friends have deactivated their accounts

some might have deactivated facebook and untill they choose to be active again thats what happens... you can notice the same thing at the likes of old pics or statuses.
