I have set alot of privacy settings so people can not see my friends and/or friend's lists. My question is when i do add new people to my account that info gets sent to all my friends....saying I just added "Jane Doe" to his friends list.
Can i remove that function so when i do add a new person it dosent get sent to everyone?

i dont think you can turn off that option, but becuase it is posted on your wall you can delete the post so no-one can see it

tbh i dont see what you problem with that is

you might be able to fix it under settings but if not try something under friends

Yes friend its very easy...if u dont want your other friend to see that you have added someone .simply when you are friend with some one new ..just go to your profile...i mean click on profile there you will see the activities that you have done....and u can see there "A" is now friend with "B". So when you see this new friend activity..u just point your mouse courser on the right edge of that activity and u will see option remove, so FB will ask do you want to delete? Press yes, after this no one can see your new friend adding......Cheers......!!!!!!!!!!
