when i was creating a facebook ad it says what is your currency ? will it means you have to pay a fee for making a ad . do i am thinking wrong ? does the creating a ad is free or you have to pay a fee ?

Facebook ads are NOT FREE. You are required to pay a fee. Hence, the word, facebook "ad." Mostly all advertising programs cost.
