well usually people that you know will follow you. Most people on twitter just follow celebs for updates and stuff. Or follow people who have similar interests as yourself and they'll follow you back

follow people! some actually follow back
post a lot too. people like active users (but not too active that post 87349284 tweets per second lol)
also if you do the twitter trends (TT) sometimes people will RT (retweet) you and then others will see that and may add you. also make your friends join haha, its a lot of fun when you know people from there at least.
