Those are twitter bots. They just follow random people, and there's no way to stop them from following you. Unless you make your account private, which means you have to give permission for someone to follow you. But the best you can do is block the twitter bots that follow you. A bunch have followed me, but they unfollowed a couple days later so you can probably wait a couple days and they might be gone.
