Im trying to create an advertise for my bar and I fill all the forms but at the end they give me a box to fill with my credit card number and stuff so are the Facebook Ads for free or what?

Nope, they're not free... Facebook ads cost money (it's one of the ways they get money). Take a look at http://www.facebook.com/help.php?page=864
