Hi,
I want to know if I send a person (not my friend) on Facebook, and he/ she reads my message, then the time he/ she seen shows up?
Because I can see that when I talk on message with my friends, I can see the time they seen my message.

No, but a check mark with be next to the message when you drop the messages down
