You know how on facebook you can like a page and then suggest it to friends from your friends list? Well I created a page and was wondering if I could suggest it to people who are not my friends. Is there a way to do this or do I have to do that whole ad thing where you pay?

No, there is not.
Just ask your friends to ask their own friends.
