As said from this site, it isn't really from the book, it's from the film.

Because Katniss and Peeta are having an argument about their survival and Haymitch's drunkenness and all Effie can think about is the dang table being Mahogany when K slams a knife into it.

Typical Capitol Citizen -- cares more about stuff than the lives of the Tributes.

It's the type of material- like wood, stone, whatever it was- that the table is made of that Katniss stabs with the knife.

Lol, that is me and my friend's favorite part!

Katniss wants Haymitch to tell her something that he told Peeta. But Haymitch won't tell her. Haymitch asks her to pass the jam, and she refuses until he tells her. So Haymitch tries to grab the jam, and Katniss slams down the knife on the table, then Haymitch says: "Congratulations, you just killed a placemat", and Effie shouts, "THAT WAS MAHOGANY".....So yeah, its kind of a HG movie joke....its not in the bookSmile See the movie its greattttttttt!

Effie being shocked that a valuable and expensive wood is being damaged in the HG films.
