IN many forums people are selling facebook ads coupons for sale for $5 but how do they get it?

If your company has passed the Google Certified Partner requirements you get a multitude of coupons every few months. These are meant to be used with new campaigns and they can't be applied to campaigns that are more then 15 days old.
Other ways of getting coupons that are of smaller amounts is by having an inactive or ex-adwords campaign. Google will often send you a voucher for $50 - $75 dollars to get you back into it.
There is also many promotions that Google run where you enter your details they will send you a coupon.
