Someone was talking to me about celebrity facebooks, saying they had private ones that were set up to where they could only friend request you, and you couldn't request them. Is that true?

They probably do if they even use facebook. Some of the celebrities have a person handle their "known" facebook or twitter accounts for them. Most of the celebrities don't have the time to spend hours chatting about nothing.

It's really up to personal preference. Some celebrities do choose to manage a Facebook profile, whilst others don't have the time to, nor do they want to.
It's most likely that a celebrity would have someone manage their profile for them, given the lack of time they have, but also to avoid any PR disasters and putting the celebrity in a bad place. Of course, the celebrity would have access some way or another to their own profile.
Whilst the celebrity may have strict account privacy, it would also be difficult to find a more popular celebrity due to fake accounts set up under the same name. It would be difficult to know who is the celebrity, if they are even.

mostly celebs are the active users of twitter. There are many accounts of celebs in fb which is fake. Some celebs make their fb account where they can only friend request you.
